 The Business District Revitalization Plan is a component of The Wilkinsburg Plan, a strategic effort that brought in public participation as part of the planning process. Public outreach meetings, interviews, press releases, website postings, emails, and direct mailings were targeted to all sectors and interest groups. Participation involved Wilkinsburg residents, business and property owners, elected officials, and stakeholders in workshops, open houses, and individualized interaction about desires and aspirations for the Business District.

The preparation of the Wilkinsburg Plan was financed in part through a Land Use Planning and Technical Assistance Program grant from the Pennsylvania Department of Community and Economic Development.
